I would say allow it to go dormant. Put in a frostfree place and withhold water; it also doesn't need light. They naturally go dormant in the winter months.
Then as soon as you're frost free I would start by putting it outside in a warm spot whenever you can, and water it and fertilize, and that should give it good new growth.
To be frank, unless you are willing to supplement light and heat throughout its life, you're unlikely to see it bloom, though. They are tropical trees, after all.
