After a couple of weeks of below freezing temps, several nights in the teens, I was curious how frozen the soil would be. Looks like just the top inch or so, and in mulched areas only the mulch was frozen. I spread a little mulch yesterday, and found I just had to break up the surface, move those chunks aside, and then could easily shovel what was underneath.
