Saw this at Lowe's and after researching it; found that it is really an euphorbia. This plant is the result of grafting Euphorbia lactea and euphobia neriifolia. The fan-shaped E. lactea is grafted onto the cactus root stock. You can see the V-shaped grafting in the photo.
