Your peacock looks great. It should do well replanted into soil. I'd leave the bulblet on this summer. It will develop its own roots, and then you can remove it. The other bulb may recover and root. Its not uncommon for bulbs to look like that after the initial blooming. Also some bulbs take a really long time to grow roots. I have 3 out of my 11 new bulbs, that have finished blooming, without any roots. I'm just going to plant them outside and give them the summer to root in. If your bulb is full of rot, it won't make it, but its too early to know whether or not that will be case. If the neck gets mushy and it starts to smell like decay, then you will have to discard it, but otherwise, there is hope.
