Don't worry, Annette. If there is no drainage issue, I believe your tree peony is fine. Just give it sometime. If you have the peony planted deeply enough, the tree peony will send up new stems to replace the old ones. I have seen this happens with some of my tree peonies. Some trees just take longer to wake up.
