My guess is the Hoya related Milkweed (Asclepias) but I'm not really sure, it just reminded me of Milkweed: Spider Milkweed (Asclepias viridis)

edited to say: I forgot to ask is this a perennial garden plant or a plant that's grown indoors as a houseplant?
