I have only seen applying wax at end of cuttings with Dracaena sanderiana where the purpose is to prevent fungus from entering the cut end and to further hold moisture in that cutting.

With plumerias, I do not think it is needed since the plant naturally heals the cut end as it dries out. You can put cinnamon though, on the cut end. Smiling
