I use IrfanView for resizing, scrolling through, and cropping. It also has a batch resize feature that's fantastic - in that it takes FOREVER, it seems, to upload an 8-12GB photo to this site...but if I batch-resize (to the site limit of 1000pixels wide) a pile of stuff I'm going to post (I'm afraid I'm a little infamous for my "walls" of photos in threads/the blog, they load nearly immeasurably faster (a bit of a hyperbole).

It's a neat program and is isn't a resource hog like 99pct of the other photo programs out there.
