Sometimes succulents go like that when it is dormant, and watering it as its dormant state causes overwatering. The shrivelled appearance can also be both attributed to over and underwatering, just depends on the timing. In your case since you have been watering it, then it can be due to overwatering already. I would hold back watering and fertilizing. Typically, I water more if the temps are already high like in the 75F to 80F and situated outdoors but when it is in the low 70's or even lower and staying indoors, I hold back watering, these plants know how to hoard their water very well. So hold back watering for now, and continue to observe the plant.
