Rita .. they'll get going when they are ready ... The usual triggers are soil temperatures, ambient temps and daylight hours. They won't use the food you've provided until all systems are go.

I have 'Green Ice' in a container. Last year the plant didn't show much growth until near the end of May:




Here's the same rose fully leafed out six weeks earlier than last year. The buds are about to pop:




It feels like I am working in a totally different garden.
