Unfortunately, no you can't.
Fragrance in a rose is a genetic trait. Not all roses have a fragrance. Some are mild, some are medium and some are strong.
Sometimes the climate can bring out the scent of a rose which normally doesn't have much of one, but it will usually be faint.
