You need to cut it back until there is no more rot, it will be coming up from the base.
After you get back to healthy tissue, you need to let what's left of the plant dry out In the shade for atleast a few days, maybe more than a week.
After it scabs over you need to put it in dry cactus soil. DONT WATER IT!
After a few months it should start to grow again.
