Hi Cindy,

Did you mean, the best time to water?

That would be in the early morning as that gives plants what they need through the heat of the day, and allows the leaves to dry to prevent problems. That being said, if the soil is dry to the touch when you stick your finger down in the container, and the leaves look wilted, it doesn't matter what time of day it is...give the plant a good drink, just try to keep from drenching the leaves to prevent scalding them.
