To me your plant looks like a sempervivum that is getting ready to bloom. Can you take a photo of whole plant, a bit further away?

If it is a sempervivum, the plant is on a fade away phase, it will bloom but after that the plant will die. Just the natural cycle of the plant. Sometimes it may still make pups at the base of the plant or if none, you can still try and harvest the seeds after it blooms.
