I was blaming rabbits, too, but now I'm not so sure. I've got voles too. Do they only eat roots below ground, or do they come above and chomp above ground too? My husband tried chicken wire (short, only about 8" tall) around a few plants and the varments didn't eat those except where branches stuck out through the fence. A rabbit could easily eat the tops above the 8" fence, but those weren't eaten. Something is biting off each individual branch just above the ground, and they leave the mess. They don't actually eat the stuff.

I had the same problem last year. This year, in that bed, I used Repellex tablets, Liquid fence, deer off repellent stations, blood meal, and bone meal with no effect. I'm disgusted.
