What exactly is the point of grafting Plumeria's when cuttings are so easy to root? Is there some benefit to mixing the root-stock with a different scion?

If the root stock is a NOID that isn't growing the way you want it to, won't it 'stunt' the one you grafted to it? I don't get it... Confused
