Persian Yellow is just a sport of Austrian Copper & should grow just fine for you. Don't know anything about Arctic Rose.. never heard of it. My Austrian Copper overwinters just fine for me w/no winter protection (one of 5 roses I don't mulch in the winter and this one has absolutely NO winter protection at all).
