I would guess that the ones in this image were cut back a couple of times during their early growth stages. When I tried to reproduce it here (without trimming back), my blooms were willy-nilly across the top of the fence and sporadic in color, not nice and tidy with all colors showing equally. Whoever grew those in the picture surely did a great job!
