Yes, spider mites. Same happened to mine. I did a lot of things but had to resort to insecticide since they -were on, still on Grumbling most of my plumeria. The good news is the inflo continued on the one infested and I got a flower the other day so I must have killed off some of them. @dr.dawg, I never saw any webbing or bugs or other symptoms at all.
