Donald, you are getting the opposite from what we are getting this year. I'm not sure on how you are growing your semps? In raised beds, borders, walls? Confined to one area? Or spread out in different areas?
With all the rain you are getting I would move them into flats with about 4" of fast draining potting mix, maybe http://foxfarmfertilizer.com/i...
I use this for the new semps I pot up to get them off to a good start. I also add grit and more sharp sand. I also place them under the deck roof so I can control the amount of water they get.
First hand clean all dead matter down to healthy growth, you may have to use a sharp paring knife to get all the bad stuff. Then set them on top of the dry potting soil for a few days to heal over. Then use a misting spray to water the top of the plants, and very top of the soil. With your humidity I wouldn't saturate the potting mix with water. I would also only water when needed in the very coolest part of the day. It shouldn't be too long before you see new tiny white roots forming. You know your on the way to healthy plant growth once you see the white roots. Hurray!
