When I grew seedlings under fluorescent lights, I had the ability on my shelving unit to lower or raise the shelves. I started off with the lights about 8" from the cups with seeds sowed and then adjusted the shelves down (away from the lights) as they developed and grew. I also turned my lights off at night .... I tried to turn them on at sunrise and off at sunset, but that was not always the case. I watered them only when the top 1" of soil was dry, so about once (maybe twice) a week. And I used the hydrogen peroxide drops with every watering. They have a bad tendency to develop damping off and root rot if I watered them too much in colder temps. The room stayed around 55-65 degrees because of the outside weather temperatures. Seedlings developed just fine (perhaps slower than if temps had been warmer).
