Yes, they grow where the scape has a leaf or a bract or possibly a branch - that is, anywhere that there could possibly be a bud/growing point/meristem in the angle (axillary bud) between the scape and the (leaf, bract, branch, etc.).

I have never seen a proliferation develop after all the buds are finished. They often start to grow even before any buds open but can start to grow later. Some daylily growers advise that if you see a proliferation that you want to keep alive and growing as long as possible, to pollinate one of the flowers so that it sets a pod. That way the plant will keep the scape alive for longer than it would have. Sometimes I have noticed that when all the buds are finished (and no pods are set) the scape dies and the proliferation also starts to die; sometimes the scape stays green after all the buds are finished (and no pods are set) and the proliferation also stays green at least for a while.
