David, doesn't it get too cold where you are to grow seedlings through the winter outdoors? Any nights below 8deg.C will stop them growing and frost will kill them.

If you have access to a greenhouse, they will need to grow in there until spring. Or start them early in February or March for spring bloom.

You won't get much putting seeds in your compost area because seedlings need good light to grow strong.
