Maybe go with a sedum. They are ground cover but they crawl along the ground and would grow tall enough to climb up the arbor.

How about something colorful

Sedum sieboldii f. variegatum
Variegated October Daphne (Hylotelephium sieboldii 'Mediovariegatum')

Sedum spurium Tri-Color
Sedum (Phedimus spurius 'Tricolor')
