Char called that crown and odd teeth extensions a 'broken fan'. Personally, I have not seen anything like that before. I could never grow an appendage like that in my neck of the woods. It would never make it through the Winter without a hefty root system. Some of these sellers have others who work for them who dig up these plants. It could be that the seller is unaware what was sent to you. At any rate, you need to contact the seller along with your pix, and tell him/her that this broken fan is unacceptable for planting. You have to do it right away. Most sellers will send a new plant, replacement plant, or refund your costs.
