I think cuttings in winter is just iffy. I've had success and failures. Even cuttings with arial roots can fail (boy did i feel dumb) but come spring they root easier. Was it cold when they were sent? I don't know anything about root stimulator, but if it has a root showing, it has decided to give it a shot. Is it this one?
