Perhaps all those other plants and weeds are taking away valuable nutrition? Can you pull them out just leaving the Rose? Do you fertilize the Rose?
I trim my once blooming roses as soon as I see leaf buds and they always bloom and grow vigorously. Perhaps weeding is needed and fertilizer.
