I think it's Sedum makinoi; might be the variety 'Limelight' if it is the lighter green color.
Living in zone 8b you'll be able to keep the plant outside for much of the year.
If you surround the 'mother' plant pot with several small pots of soil the plant will not only propagate itself, but will pot itself. Just snip and share with your new neighbors.
