Yes. You can. Just look for people willing to ship internationally. Every once in a while you'll hear stories of over zealous customs agents who don't know the laws being a problem but that seems to be rare. Last year I sent seeds to Russia, Ukraine, The Netherlands, Canada, Sweden, Germany, France, Australia, Poland, and The Czech Republic.
