The rust fungus species on daylilies is specific to daylilies (and patrinia) so in that respect no, it is not the same as on all other plants. If you mean it looks the same as rust on other plants then yes, it can do, but not the same as all rusts since not all rusts look alike. I don't recall seeing any official record of daylily rust in Italy, do you know people who have it?

If you ever think you have rust do post a picture on here and we can tell you. As Pam said, it is easy to differentiate from spider mite damage because spider mite damage doesn't have raised bumps of yellow-orange powder.
