Most everything on Ebay now is simply Buy it Now or even with many auctions, there may be a Buy It option. There are also items that are Make offer. I have done that a dozen or so times and was never rejected.
I have purchased thousand of seeds and ~ 20 plants on Ebay. Only one minor problem - not quality related - was quickly cleared up.
Of course one can always have problems whether on Ebay or a firm's web site. For the latter, I always check here and/or the Watchdog at that other place.
