I have one that has never laid an egg. I call it my he/she chicken. It has some characteristics of a male, i.e. some saddle feathers, and it is larger then a hen, but it has a small comb, and other features like a hen. It never crows or makes any sounds really. It's kind of a loaner, doesn't try to mate either way. Stays off by it's self most of the day, but comes back to the coop at night.
Politicians are like diapers, they need to be changed often, and for the same reason.
