I am on a fixed income these days with a lot of land. I retired so I could garden until my hearts content and not run out of space to plant whatever my money could buy. I picked up a 3+ acre property.
Slowly getting rid of the grass and discovered why there was so much grass. We have a deer, groundhog, rabbit problem that can eat you out of house and home. I have been buying about 300 bulbs a year because it seems to be my limit that my body can plant. Another issue I did not consider with "That garden until my heart's content" I should have added end of the money, and body's willing content.
I have purchased from my local nursery so far. Tulips and some of the bulbs will go into my patio pots. Fragrant bulbs I will force for winter indoor pleasure.
I usually hit Lowes and HD at the end of the season and pick up the sales.
