I live in the Pacific Northwest and it is very rainy here. I find that the problem here is that the fuchsias drown from too much water. I grow mine in large clay containers because I have dogs and they would get trampled. My method: before frost I move them in a cluster on the cement patio, cut back, mulch with leaves. I then cover them with a "planket" this keeps the frost off and does let enough water in. I've used this method for 3-4 years now and it seems to work. It is much more successful that other methods I've tried i.e. trenching, crawlspace, deck, burying with leaves.
