It's best to start with the larger things like place and shape of beds, taking into account wind, amount of sun and availability of water. Then look at the soil and determine if it needs any amending.
Then you can work two ways. Make a list of the plants you want and determine where to place it, or work the other way round and look at what you can grow in that specific spot and look for something you like.
