I wonder if this is something the organizer should have some control over based on the nature of their individual swap, how their past swaps have gone, etc.
Certainly, though, for the first couple of swaps, an organizer won't know the dynamics of the group, so I think a preset algorithm is smart.
I also think having the first day be fewer requests is smart.
