Apparently, its a grass type euphorbia(google search has dried specimens) , that grows in levant(from the arabic wikipedia), discovered in 1843 (vientamese wikipedia) by Antonio Bertoloni.
Synonyms are Tithymalus palmyrenus (Mouterde) Soják
Tithymalus chesneyi Klotzsch & Garcke
Euphorbia palmyrena Mouterde
Euphorbia fieldii Sirj.
Euphorbia chesneyi
Thats all i could dig up. Very obscure as a plant
