Can kohlrabi survive winters outside that reach 0F on occasion so following Spring they will flower?

seems pretty extreme. But I don't know. Consider your site, how sheltered or open.. Also, bear in mind, you'll have till, maybe January? before the deep freeze hits so you do get a long time in the fall. Another- protecting with row cover or something? I kept lettuce all winter once with milk jugs between and a row cover tent. It's not that much warmer here.
Long Island, do you really get that cold very often? Might be worth the risk,
Plant it and they will come.

Winters can reach 0 and although it's not everyday days in the 30's for weeks are common.

It's a brassica pretty similar to kale/broccoli, it may survive, it may not, 0 is probably right around their limit. I wouldn't bet on them surviving but I would by no means rule it out.
