Japanese Maples need rich well-draining but damp soil. Most don't tolerate wind or sun well. You should choose one based upon mature size and shape - they are all different and you will not be able to change that as pruning destroys the natural beauty of the tree.
There is no such thing as a cheap JM but you may find a green Acer palmatum at the BigBox store this summer. There are literally thousands of cultivars but the ones that come to mind with that color are Crimson Queen and Bloodgood.
Crimson queen grow to about 6 - 10 ft tall and wide and looks like a big mound.
Bloodgood grows 15 - 20 ft tall and wide and grows more like a tree.
There are a lot of red leaved JMs - you would probably have to see them in person to know exactly what color they are and that will change with the seasons. Color is also influenced by environment (light, soil...).
