Never tried that method exactly. I've always wiped them with rubbing alcohol, straight, using paper towels for leaves (top and bottom) or q-tips for stems and crannies.
Reading up on it I see everything from straight rubbing alcohol to 1:7 alcohol/water.
If they re-appear it could just be a new guest from an untreated part of the plant, and rubbing alcohol evaporates very quickly so won't have much impact on new arrivals. When sprayed on them directly it softens the waxy "shell" the have and allows them to dry out and die.
If you stick with that do it daily or more and be thorough. Never tried rinsing since it's gone so quickly.
If you still see them in a week I'd try neem.
