I am just curious. If two reputable sources claim the same name for obviously different varieties how do you decide which is correct?

The Victory seed company offers an explanation for the difference. So the only way I know to decide is to verify the explanation. The extra info itself recognizes they know there are tomatoes out there with the same name and that they have made an effort to determine the correct one.
Isn't Victory seed Dave's family seed company?

Victory Seed Company is our family business, yes. We acquired it from @MikeD just over a year ago. We can get additional information from Mike if necessary, but it looks like all the info we need is in the description there.

So it appears the USDA ARS is the one who may have compromised the name and they are the bottom line. OK, I get it.

Yesterday @farmerdill added a bit more insight to the names in the 2023 Tomato Gardening thread.

Earlianna and Wayahead have several variants over the 20th century. Never encountered the Potato Leaf Earlianna. At any rate they are different varieties and the names need to be adjusted in the data base. Spark's Earlianna was introduced in 1900, Jungs Wayahead in 1921.We are dealing with antiques that have many variants over time.
