I just think the police don't put much effort into catching people like that. If was several human that was run over in a park I bet the police would pretty quickly track them down with their investigative skills.
It is the same here on the island with the killing of trees and mangroves along foreshores in front houses. Highly illegal - but you walk along and you see the inch-wide drill holes into the trunks where herbicides have been poured. The State Government says they cannot do anything unless the culprit is sighted boring. We are trying to get the Local Government to put up billboards in front of the house blocking their view of the sea saying how the killing is illegal and asking for people to help track the culprits.

That's a real shame Glen. I don't know if you'll be able to get the local government to do that but more power to you if you can. Here they allow trimming *with a permit* & they only allow mangroves to be trimmed X feet at the time & no lower ever than X feet. This pretty much takes care of the problem. People can usually see over the trimmed mangroves to view the water.
