Maybe it's Pimpinella rosea, one of my favorite plants because it looks like pink Queen Anne's Lace:

It could be, that is a pretty plant. It would be good if we could see the foliage.

There's another plant that looks like this, but I can't remember the name. Sue, I'm sure you've grown it in the past. Annie's sells it. I never grew it after the first year because it reseeded all over the place and became a nuisance. It's about 4 feet tall and it might actually be an annual.

You know, I think we're looking at more than one plant in this banner. Those thicker stems with the globular heads in the background, right of center, look like Alliums.

Do you suppose this is the garden of someone with OCD who alphabetizes the plants? All of my guesses, with the exception of Pimpinella, have begun with an "A."

So I should have just stuck with Angelica, my first guess, and looked for a pinker variety.

But you wouldn't have had all that fun, looking up all those other plants!
I have a few Verbena bonariensis in this garden but they have stayed fairly small. Given regular watering like I did in my last garden and I had one that got huge.

It was fun. I hope your next banner has a mystery plant in it too.

My first thought was Joe Pye as this is it's bloom season here but then I thought yarrow. It is fun guessing

My Verbena bonariensis was always around 3 to 4 feet tall and never seemed to reseed. This year it is at least 6 feet tall and I have small plants coming up all around the area of the mother plant. I love it.
