I think so, too. I had planned on growing a lot of hydrangeas here, perfect conditions for them....then found that my neighbor's one hydrangea is eaten by the deer...friend in Pistol River says they don't bother her many hydrangeas, but then she has lots of other stuff for the deer to choose from. I have six hydrangeas mopheads, oakleaf and panicle, planted in unprotected areas and they've yet to be eaten, so we shall see. The only things that have been munched so far are the several Red Twig Osiers.....there are a purple leaf plum and a bunch of leycesteria / Himalayan Honeysuckle that have not been bothered that are close to the Osiers, but I've started once again spraying things at risk with diluted lavender oil. The leycesteria, I've read, are eaten by the deer...mine are fronted with a carex that gets large and bushy and I'm wondering if the deer perhaps don't like having to go past / on that to get to the leycesteria...and if possibly planting things that the deer don't like, odor-wise, around at risk plants might work as a deterrent.
