Can this be done even after the blooms are somewhat spent and the lavender is going to seed? That's the state that my lavender bushes are in right now. I keep meaning to figure out how to create a sachet, but this idea looks really neat and I'd like to try it.

Yes, as long as the stems do not break when you bend them, and as long as all the flowers do not fall off while you are making your wand. Some flowers falling off is normal. If the stems are brittle, you might try "squashing" the stem a little at the bend point with the flat part of a spoon before bending it. Post a photo if you make a wand! Rolling my eyes.

My lavender went to seed pretty fast and I decided to just let the birds have what's there for now--it's so much fun watching them eat the seeds. Last year my lavender sent out small flushes of rebloom, so I'm hoping it does it again this year and I'll make sure to catch those and make a sachet of them.
