Anyone know what type of plant/tree this is and can I cut it back, maybe start new ones from clipping?

It looks like Oleander to me too and they can be pruned back for a more desirable shape. You can also root cuttings for additional plants. You can find information about pruning and propagation on this page: http://oleander.org/culture/
