Although I have home-bred some zinnias that very much resemble some Gaillardias (for example, the Razzle Dazzle strain of Gaillardias) this photo is most probably a Gaillardia, and not a zinnia. One possibility is the "Fanfare" Gaillardia.

The bloom in the photo's center structure is un-zinnia-like, as are the leaves.
