Yes, I have seen vehicles look like that ... smeared with Florida Love Bugs: http://insects.about.com/od/fl...

I remember a time back in the early 70's I was traveling with my mother in law on I-4 from Orlando to St. Petersburg to visit family. We carried a few gallons of water and rolls of paper towels in the car ... the love bugs were so thick we had to stop every few miles and wash the windshield to be able to see to drive!!

I've never seen them except around the highway/interstate areas.
