I don't think so, based on some cultivars that have been put forward for it in recent years. But if you look at a hardiness zone map and consider that for the most part anywhere colder than zone 7, and including some zone 7, and therefore the majority of North America (disregarding the population density of course) is unlikely to be having an ongoing rust problem it is hard for judges in those areas to assess for rust anyway.
