How long has it been since you planted your seed? Don't give up. My Black=eyed Susan seeds have taken over 2 weeks to poke their heads out. I let my morning glory seeds germinate outside. You can cut the bottom of a gallon plastic jug - like a milk jug and put over where you plant and it will warm the soil. I usually get many more than I need.
Bottom heat has helped my seeds germinate faster.
But, Don't throw them out. If you do want to throw them out, throw them to the spot in your garden that you would like them to grow.
